A toilet seat lid cover is the hinged, movable top section of a toilet seat assembly, distinct from the ring on which the user sits. It is not a decorative afterthought, but a functional barrier that encloses the bowl, and its design, construction, and materials determine how well it performs its duties in homes, commercial buildings, and public restrooms. A lid cover serves three primary functions: containment, protection, and load support. It contains odors and prevents debris from falling into the bowl water. It protects the ring from the direct impact of a falling person or object. And, in a passive sense, it must be strong enough to resist the stress of being leaned on, accidentally sat upon when closed, or having cleaning equipment and other heavy objects rested on top of it.

In its most common form, the lid cover is a securely attached, flat or gently contoured panel. It is connected to the toilet bowl via hinges, either a single, central hinge or a pair of side-mounted hinges. These hinges are the mechanical core of the product. They allow the lid to be rotated through a vertical arc of roughly 90 degrees, though the angle may be less on some models due to the design of the tank or the rear of the bowl.
