At its core, a skin insect repellent is a substance applied to the skin that discourages hematophagous (blood-feeding) arthropods from landing on and biting. It does not exterminate insects; it deters them. This is a crucial distinction. An insecticide kills on contact, whereas a repellent works by interfering with the arthropod's ability to locate and recognize a host.
