A sight level is an optical instrument used to establish horizontal lines of sight or measure differences in elevation. At its core, it consists of a telescope mounted on a base with a leveling mechanism, typically a bubble vial, that ensures the telescope's line of sight is exactly horizontal when the instrument is properly level.
