It does this by generating interference on the same frequencies that phones use for uplink and downlink, rendering those channels unusable within a defined area. What a Jammer Actually Does

When you place a call or connect to a mobile network, the phone and the base station must maintain a two-way radio link on specific paired frequencies. The phone transmits on the uplink band, and the tower transmits back on the downlink band. A jammer sends a high-power noise signal across one or both of these bands. The most effective jammers target the downlink band, because if the phone cannot hear the tower, it cannot establish or maintain the connection.
