A flow meter measures how much fluid or gas moves through a pipe, duct, or vessel over time. A flow controller adjusts that flow—opening or closing a valve, changing pump speed, or modulating an orifice—to keep the flow rate at a target value. Together, these instruments are the eyes and hands of any system that depends on moving and managing liquids or gases at a specific rate.

This distinction matters immediately. A meter tells you what is happening. A controller makes something happen. Many systems need both: a meter upstream to measure the flow, a controller downstream to adjust it. Others use only a meter to monitor, or only a controller to regulate without real-time feedback. Understanding which role each device plays in your system is the foundation of everything that follows in this handbook.

Why Flow Measurement Matters

Consider a simple HVAC heating loop in an office building. Water flows from the boiler through radiators or fan coils and back to the boiler. The heating system works only if water moves through the loop at the right speed—fast enough to deliver heat, but not so fast that the water cools before reaching distant radiators, or so slow that the pump runs inefficiently. A flow meter mounted on the supply line shows the operator whether the system is delivering 50 gallons per minute or 30.
