A fire alarm system is not a single device that sounds a noise. It is an engineered assembly of equipment designed to detect the presence of fire or smoke in a space, alert people inside that building to evacuate, and in many cases notify the fire department or building management of the threat. The system must work reliably under stress, often for years without any real test of its actual function. It must comply with building codes and standards specific to the jurisdiction and occupancy type.
