What Emergency Preparedness Actually Is

Emergency preparedness is the systematic process of identifying the threats you face, deciding which ones are worth taking seriously, and then building the capability to survive or operate through the consequences of those threats. It is not a shopping list. It is not a state of mind. It is not a prepper fantasy. It is an engineering and management discipline, applied to the messy reality of your home, your business, or your facility.

Consider a concrete example. A clinic in a suburban area decides it needs to be prepared for a power outage. The threat assessment part says: the local grid has failed twice in the last five years, both times because of winter storms, and the longest failure was 36 hours. The consequence analysis says: the clinic loses refrigeration for vaccines, the electronic medical records system goes down, and the building's gas furnace cannot operate because it requires electricity for its fan. The capability building part says: install a generator that can run the furnace, a subset of lights, and the vaccine refrigerator, and store enough fuel to run it for 72 hours. The maintenance part says: run the generator once a month under load, test the transfer switch quarterly, and rotate the fuel supply every six months. That is emergency preparedness.
