A bicycle bell is fundamentally a mechanical signaling device, while a horn is a broader category that can include mechanical, pneumatic, or electronic sound generators. A classic mechanical bell uses a spring-loaded striker that you pull or push to make it hit a resonant metal dome. When current flows, the diaphragm moves, creating pressure waves in the air. The electrical signal oscillates rapidly, resulting in a continuous, often harsher, tone.
