You have tried the obvious approaches. You have decluttered the closet, donated bags of clothes, and committed to a "no-buy" month that lasted until the second week. You have read the minimalist blogs and the tidying guides. You have told yourself, with complete sincerity, that this time you are going to stop accumulating things.
